Regulatory AQMS Deployment in Cepu: Ensuring Compliance and Community Trust
ExxonMobil Indonesia, a leading upstream and downstream oil and gas company with a longstanding presence in Cepu, Central Java Province, faced concerns from nearby residents about potential air quality impacts from industrial activities. Recognizing the need to address these concerns and comply with Indonesia’s environmental regulations, ExxonMobil engaged APAQ Group and trusted local collaborator PT ProFluid to deploy a compact, reference Air Quality Monitoring System (AQMS).
Several challenges emerged during the planning and implementation phases of the project:
-
Community Concerns: Residents were increasingly vocal about the perceived impacts of ExxonMobil’s operations on air quality, requiring swift and transparent action.
-
Regulatory Compliance: Indonesian air quality standards necessitated the continuous monitoring of gases such as nitrogen oxides (NO, NO₂, NOₓ), sulfur dioxide (SO₂), and hydrogen sulfide (H₂S) to demonstrate compliance.
-
Remote Site Logistics: Deploying and maintaining monitoring equipment in a rural and industrially active area required careful planning and innovative solutions.
-
Security of Equipment: Ensuring the security and operational reliability of sensitive AQMS instruments in a remote residential setting was a critical consideration.
Delivering Data-Driven Solutions for Compliance and Community Engagement
APAQ Group, leveraging its expertise in environmental monitoring systems, partnered with PT ProFluid to deliver a tailored solution:
-
Compact AQMS Deployment: APAQ implemented a compact AQMS station equipped with advanced sensors capable of monitoring key air quality parameters, including NO, NO₂, NOₓ, SO₂, and H₂S. This system was designed for accuracy, reliability, and efficiency in capturing real-time air quality data.
-
Strategic Placement: The AQMS was installed within the residential area closest to ExxonMobil’s operations. This strategic placement ensured that the data captured accurately represented the environmental conditions experienced by the community.
-
Innovative Security Measures: To address security concerns, the AQMS instruments were enclosed within a robust yet cost-effective wire mesh shelter. This design safeguarded the equipment from tampering or environmental damage without compromising the performance of the monitoring systems.
-
Remote Assistance in Maintenance and Calibration: With the advanced software package of the reference AQMS with mobile data connection, APAQ Group is able to access the station from Singapore to perform routine system health checks under the maintenance programme, and trigger zero and span calibration with internal calibration modules for performance verification.
-
Collaboration and Local Expertise: The project benefited from the close collaboration between APAQ Group as the specialist service provider, PT ProFluid as the contractor, and the Health, Safety and Environment (HSE) team of ExxonMobil as the end user. This partnership ensured transfer of knowledge and skills to the local team for smooth implementation and routine maintenance.
The deployment of the compact AQMS yielded significant benefits for both ExxonMobil and the surrounding community. The AQMS provided real-time, validated data on air quality, enabling ExxonMobil to demonstrate adherence to Indonesian environmental standards. The system continuously monitored critical gas parameters, ensuring that emissions remained within permissible levels. Residents of the nearby village experienced greater peace of mind knowing that air quality was being closely monitored and managed. The project exemplified ExxonMobil’s commitment to balancing industrial development with environmental responsibility. The success of this deployment provided a scalable framework for future environmental monitoring initiatives. The compact AQMS solution can be replicated in other locations where industrial operations intersect with community living spaces.
The deployment of the AQMS aligns with global trends emphasizing corporate responsibility, environmental sustainability, and stakeholder engagement. For ExxonMobil, the project not only mitigated immediate concerns but also reinforced its reputation as a responsible operator in Indonesia.
